It depends on how you define better. I haven't been on the Harkless Flat road, but I've taken the Papoose road and the Squaw Flat road. Both of these end up in Papoose Flatt. The Squaw Flat road does have a high pucker factor section when decending into Squaw Flat. I say they're all better.
